Reporting to the administrator, the position of director of information and technology services entails responsibility for all the programs and activities pertaining to the management of the information and technology services of the school service centre.

The position includes, in particular, responsibility for all the programs and activities pertaining to the development plan and operation of computerized systems, functioning and maintenance of computers, service agreements, information technologies, office automation, networking and telecommunications.

The position consists in playing a key role in providing advice and expertise to the administrator and to all managers of the school service centre so as to promote the optimal management of information and technology resources.

THIS POSITION INCLUDES THE FOLLOWING RESPONSIBILITIES:

  • Develops the School Service Center’s orientations and strategies for the IT resource services for which he/she is responsible and, where appropriate, determines the annual action plan.
  • Develop and recommend the adoption of policies pertaining to information and technology resources.
  • Assume the responsibility for the planning, implementation, development, review, maintenance, proper and secure use and control of computerized systems, office automation, networking, telecommunication and information technology tools of the school service centre.
  • Ensure that an appropriate technological mechanism to analyze the needs of the organization is put in place.
  • Ensure the preparation, control and implementation of the schedule of operations dealing with equipment maintenance and functioning of computers.
  • Negotiate service agreements with suppliers and users outside of the school service centre and ensure that the services provided are compatible.
  • See to the integration of computerized systems into the institutions and administrative units.
  • Collaborate, where applicable, in developing and implementing joint projects with other organizations.
  • Ensure the training of staff on the use of computers and office automation, networking, telecommunication and information technology tools.
  • Create and provide computer tools adapted to the needs of the institutions and other administrative units.
  • Put in place and promote consultation and cooperation measures.
  • Support the managers of the school centre service by ensuring that pertinent information is provided to them.
  • Intervene, if necessary, in the institutions and administrative units of the school service centre in order to assess problem situations and to find appropriate solutions.

REGARDING THE OVERALL MANAGEMENT OF THE SCHOOL SERVICE CENTRE

  • Participate in defining and developing the vision, organizational values, strategies, objectives and priorities.
  • Participate in developing and updating policies and by-laws and ensure that they are applied.
  • Collaborate with other staff members in preparing the staffing plan and in allocating the budget.
  • Represent the school service centre in matters related to information and technology resources.

IN TERMS OF MANAGEMENT OF THE HUMAN, FINANCIAL, MATERIAL AND INFORMATION RESOURCES OF HIS OR HER ADMINISTRATIVE UNIT

  • Formulate recommendations concerning the staffing plan.
  • Select or participate in selecting staff.
  • Determine the duties; manage and animate staff while ensuring its supervision and evaluation.
  • Develop a professional improvement and training plan for the staff of the administrative unit.
  • Ensure that information is circulated.
  • Prepare, administer and monitor the budget.
  • Identify needs and priorities and ensure inventory management for supplies, equipment and materials.
  • Ensure the development, application and maintenance of information resources.
  • Carry out any other responsibilities consistent with his/her position, as assigned by his/her immediate supervisor.

Required Qualifications:

  • Undergraduate and/or graduate degree in an appropriate information technology discipline or any combination of academic background and experience will be considered;
  • At least eight (8) years of relevant experience in information technology, including at least five (5) years in a relevant management position;
  • Experience in managing information technology (IT) projects;
  • Demonstrate leadership, vision, communication, teamwork and collaboration in consensus building;
  • Be available to travel with the school service centre’s territory;
  • Bilingualism required.

Salary and Benefits

  • The terms and conditions applicable to this employment are those set out in the Regulation Determining Certain Conditions of Employment for Management Staff in School Service Centres, Class 7;
  • The annual salary is between $78,660 and $104,878 ;
  • An isolation premium ($8,484 or $13,573) is added to the base salary if the person is based in Blanc-Sablon;;

  • Low-cost housing (furnished, heated) if the person is based in Blanc-Sablon;;
  • Reimbursement of moving expenses;
